Sr Officer-BoQ Validation Management (Transport)

The job function as Sr Officer BoQ Validation Management: 

• Conduct analysis and validation of program initiatives and technology solutions proposed by the respective technology domains.
• High-level cost analysis of proposed programs to ensure alignment with End-to-End (E2E) network design and assess their long-term impact on network investments.
• Analyze End-to-End scope of Transport Network programs (Microwave, IP, DWDM/Optical, FTTH and related transport support functions) to ensure alignment with the overall Annual Operating Plan (AOP) for Network Technology.
• Evaluate and define Transport Network design principles and dimensioning standards for Microwave, IP, DWDM/Optical, FTTH and related transport support functions.
• Establish and govern BoQ standards, validation methodologies, and scope assurance processes to ensure accurate, optimized, and cost-efficient network investments aligned with End-to-End network design, Annual Operating Plan (AOP), and strategic network objectives
• Analyze material reuse opportunities and Asset Under Construction (AUC) considerations to optimize investment efficiency and ensure proper incorporation into proposed BoQs.
• Provide constructive feedback and recommendations on proposed technology Solution and BoQs, applying cost-conscious principles while maintaining design integrity, project objectives, and execution timelines.

Qualification:

• Preferably B.Sc. Degree (Electrical Engineering/Telecoms/Computer)
• Fluency in English is required

Related Experience:

• Minimum 3-5 years of work experience in telco industry with relevant network design and planning areas or network strategic sourcing
• Preferable has experience on Transport network Design, Planning, dimensioning and network strategic sourcing

Skills:

• Understanding end-to-end network transport architecture and industry standards, combined with strong commercial acumen in CAPEX/OPEX management, vendor procurement, and cost-effective design validation
• Very Good knowledge of/experience with 4G/5G network principles and design for E2E transport design
• Very Good knowledge of/experience with microwave link planning, IP/MPLS and Segment Routing configuration, optical DWDM network design, and utilizing NMS/SDN tools for network management and automation
• Strong understanding of BoQ structure and pricing structure
• Strong understanding of Mobile Network Architecture and Strategy
• Strong expertise and hands-on experience in utilizing automation tools, including Excel, Tableau, AI Agent platforms, and other digital automation solutions
