Officer-IP & CME Central Sumatera

Responsible to Define, Develop & Review to Continuously Improving in the Network Operation (CME, CORE, IP Backbone, IP RAN Backbone, IP RAN Access, & FTTH) of B2C and B2B to manage network services within a defined SLA. Mitigate and ensure reliability to the lowest risk and ensure the availability within efficiency OPEX & CAPEX to achieve KPI and target of company and division. 

Keep up and up to date with technology updates & understand company business direction. 

Keep up to effective solutions which represent the value of the proposed solution, including required cost of resources, to achieve the goal of business outcomes. 

Coordinate and collaborating to other functions for issues which area related to network operation and service quality to deliver highest quality of experience and proven. 

Technical owner of the service in region. Act as single point of contact for regional commercial team for all matters related to the FTTH Services and to manage and provide : 

• Regional input for Technical Planning process (e.g. potential areas to be covered, location of NNI, partners, etc) 

• Acceptance of partner integrations before go-live 

• Actively monitor performance of partner and services and takes corrective action 

• Maintain close contact with all FTTH Technical Leads (Planning and Deployment Div) 

Responsibilities:

1. IP Operation, DWDM Operation, CORE Operation, FTTH Operation 

• Maintain & improve physical hardware also logical IP Backbone & IP Access Network [P-Router, CN-PE-Router, AN-EN Router] 

• Maintain & improve physical hardware also logical DWDM Transport Equipment  

• Maintain NNI Backbone & Access Congestion 

• Maintain UNI Congestion 

• Maintain External Latency & Internal Latency 

• Ensure KQI (Services Monitoring) application FNA/Cache 

• Maintaining KQI measurement (Total Traffic, TCP Connection SR, Syn-Syn Ack Delay, Downlink TCP Retrans Rate) 

• Propose Improvement & Upgrade for IP Network (Backbone & Access) 

• Ensure Backup route has sufficient capacity to prevent traffic loss 

• Maintain & Improve QOE (Quality of Experience) 

• Ensure Single TT clearance in SLA/MTTR (under 24hrs) 

• Ensure New Installation / IB have excellent Quality 

• Ensure Mass Outage recovery in SLA/MTTR (under 8hrs) 

• Engaging FTTH Partner to tight monitoring network, improve quality & do daily patrol (also random patrol for night to mitigate stolen/vandalism issue) 

2. Collaboration

• CME Part to following up issue ie. Power Stability, Poundation, etc 

• RAN Part to following up issue & support related Techno Commerce 

• Microwave & Leased Line to following up related hygiene & congestion issue 

• Fiber Part (Backbone, Access and Leased) to following up related SLA/MTTR, Solution also Improvement especially for repeatitif case  

• Complaint Handling for Cellular 

• Complaint Handling for B2B 

• Engaging IP Operation Central Sumatera, Southern Sumatera & Operation Head Office to brainstorm & improve IP Network in Circle Sumatera 

3. External Relations

• Serve as a company representative for external related functions  

• To build good network in the industry and keep up to date with new trends 

Qualification: 

• Minimum bachelor’s degree (S1) in Telecommunication Engineering 

Experience: 

• Minimum 10 years experiences in Network function in Telco company 

• Experience in Microwave, DWDM, IP-Datacomm Backbone & IP-Datacomm Access (all Transport Equipment) 

• Experience in CORE Network (DCGW, GGSN, SGSN, Billing, FW) 

• Experience in FTTH Network (BNG, SAG, ACS, AAA) 

• Experience in FNA/Cache (Google, Akamai, Facebook, etc)  

Skills: 

• Performance monitoring and analysis 

• Expertise for IP Routing & Traffic flow 

• Expertise for metric calculation 

• Expertise for DWDM-ASON & SNCP Technology 

• Possessing board and deep knowledge of IP Transport & FTTH Technology
