Role Purpose

The detail of jobs description as AVP Head of E2E Network Validation & Program Management

  • E2E Commercial Governance & Gatekeeping: Acts as the ultimate gatekeeper for all network CAPEX/OPEX investments, enforcing strict End-to-End (E2E) commercial governance and contract/commitment compliance
  • Strategic Investment Proposals: Leads the validation of proposed technical network solutions and translates them into comprehensive, highly profitable investment proposals to secure management approval
  • Total Cost of Ownership (TCO) Optimization: Ensures all proposed program rollouts and vendor/partner commitments are strictly aligned with IOH's Annual Operating Plan (AOP), maximize the utilization of existing corporate assets, and deliver optimized TCO
  • Planning PMO & Cross-Domain Orchestration: Serves as the central Planning PMO, responsible for stitching together, orchestrating, and monitoring E2E cross-domain network programs (including RAN, Transmission/TX, and CME/Power) from inception to execution
  • Executive Visibility & Alignment: Provides high-quality executive management reporting and real-time dashboards to ensure absolute alignment, transparency, and strategic visibility at the senior leadership level

Minimum Requirements

Qualification:

  • Bachelor’s Degree (B.Sc.) or Master’s Demaster’s degree Telecommunication Engineering, Electrical Engineering, Computer Science, or Business Management.
  • Fluency in professional written and spoken English is strictly required (for executive-level reporting and stakeholder presentation)
  • Strong team leadership, project management, and resource orchestration capabilities
  • Excellent communication and presentation skills, with proven ability to distil complex technical/financial data into clear executive insights for senior management
  • High leadership capability and eagerness to quickly grasp new technical, financial, and strategic knowledge in fast-paced, rapidly changing environment
  • Enthusiastic, positive, and demonstrates strong sense of absolute ownership and proactiveness in driving cost-saving initiatives and operational controls

 

Related Experience:

  • Minimum 6–10 years of professional experience in Telecommunication industry, specifically within Network Design, Planning, or PMO areas
  • Solid experience in Technology Planning, Tech Strategy, and Network Strategic Sourcing is highly preferred and would be a strong advantage
  • Direct experience in managing end-to-end Bill of Quantities (BoQ) validation, rate benchmark checking, and asset inventory control/governance
  • Solid experience as Program Management Office (PMO) lead, orchestrating cross-functional network rollouts (including RAN, Transmission/TX, and CME/Power domains)
  • Proven experience in developing, maintaining, and presenting executive management reports and dashboard systems to provide strategic progress visibility to Senior Management

 

Skills:

  • Advanced knowledge and experience in telecommunications principles, covering technical designs, network strategy, and business aspects
  • Advanced understanding of End-to-End (E2E) Network Architecture, transport network principles, CME/power design principle and structural cost-saving strategies
  • Advanced knowledge of 4G and 5G network design principles, dimensioning, and capacity planning
  • Advanced understanding of BoQ structures, vendor pricing models, CAPEX/OPEX modelling, and developing robust commercial business cases
  • Highly proficient in operating MS Office Suite (advanced Excel/PowerPoint) and professional telco analytics/dashboarding tools (e.g., Tutela, PowerBI, or similar systems) to build executive reporting dashboards
  • Strong PMO skills with the ability to orchestrate cross-functional teams, manage inter-dependencies, and conduct critical path analysis
